PAPER INFORMATION AND INSTRUCTIONS FOR THE AUTHORS
CONFERENCE LANGUAGES
The Conference languages are Bulgarian and English. All papers published in the IEEE library are in English.
PAPER SUBMISSION
The authors must submit their four-page paper before the paper submission deadline. The papers must not exceed 4 pages, including all tables, figures and references (A4, double column, 10 pt).

After the review process is complete (carried out by two independent reviewers), the authors should send the final version of their accepted paper both as a PDF and a DOC file in a ZIP archive to the Conference email.
IEEE PDF eXpress is a free service delivered by IEEE for participating conferences, allowing their authors to convert DOC files to PDF. All authors are strongly encouraged to use it, in order to make their papers Xplore compliant.
First-time IEEE PDF eXpress users should do the following:
1. Go to the IEEE PDF eXpress site after 07.10.2019.
2. Click the "New Users - Click here" link.
3. Enter the following:
- Conference ID: 48729X
- Email Address: your email address
- Confirm Email Address: your email address
- Choose a password: your password
An Online confirmation will be displayed and an email confirmation will be sent verifying your account setup.
4. Continue to enter information as prompted.
5. Upload your DOC file to IEEE PDF eXpress and download the converted PDF version (in a couple of minutes).
6. The new PDF file should contain the phrase "Certified by IEEE PDF eXpress at [date_and_time_of_conversion]" in the Document properties Application field
IEEE PDF eXpress is not a manuscript-collection system and does not replace the conference's submission system. Once authors verify that they have IEEE Xplore-compatible versions of their manuscripts, they will still need to send the files to the Conference email.
The papers that are not formatted according to the above templates and/or are not submitted by the deadline will not be included in the proceedings.
POSTER PREPARATION
The available presentation poster area is in format A0 (840x1188).
The title of the paper, the authors, the main problems, scientific achievements and conclusions have to be explained in the poster using legible size text, equations, graphics and pictures.
Authors are encouraged to use the Poster template, available for download in either DOC or PDF format.
CONFERENCE PARTICIPATION
Each paper should be reported personally by one of the authors.
For the oral presentations it is suggested that presenters use MS PowerPoint. A multimedia projector is available.
During the poster sessions the authors have to present their work very shortly in front of the conference audience: 2-5 slides, within 1-2 minutes. The questions and discussions will be continued at the poster panels.
PUBLICATION
The accepted papers will be included in the program and abstracts booklet, and given to all conference participants. The presented papers will be written on compact dicks (CD) and sent to the authors after the conclusion of the conference.
IEEE PUBLICATION
All accepted and presented papers will be published in the Conference Proceedings and submitted to the IEEE Xplore® Digital Library, Scopus and Web of Science databases.
TELECOM 2019 is an IEEE conference and IEEE holds the copyright of the conference Proceedings. Fill in on the Conference website the IEEE Publication Agreement by 28.10.2019.
IEEE requires all publications to be submitted to a plagiarism detection process prior to being uploaded to IEEE Xplore to ensure originality of the content through IEEE CrossCheck/iThenticate by the volunteer for the conference.
The authors will receive the IEEE CrossCheck results (if the similarity percentage is under 30%, the Result is “OK”. If not, it is “Review Report” – and the author has to revise their paper to reduce similarity percentage).
REGISTRATION FEES
A fee has to be paid for each accepted paper. Each author may participate with up to two papers.

Participants have to send by mail or email a copy of the payment order with details of the payment to the Organizing Committee, or present it at the Conference registration desk.
The registration fee can be paid in cash in advance at the Office of CEEC: office 506, 108 Rakovski St., Sofia 1000.
By way of exception the Registration Fee may be paid upon arrival at the Conference venue in cash (165 Euro).
The Registration fee includes admission to all Conference sessions, a set of Conference materials (program, abstracts, CD with papers, etc.) and admission to the conference cocktail party.
